Even when the countries retain enough autonomy to have their own armies, pirates recognize no bounds. They sail on oceans un-policed by individual countries and that only leaves the marines to deal with them. Dragon's Revolution is specifically trying to overthrow the World Government so they have no choice, but to deal with that on top of the pirates.
